Most forms of magic are affected by the phase of the moon and the time of the year. Some spells can't be cast during certain parts of the year. There are also certain phases of the moon that will either strengthen or weaken magic. Same with the seasons.
All magic is strongest under a FULL moon, while it's weakened under a new moon.
The only magic that grows stronger as the moon disappears would be shadow magic, death magic, and curses, but these styles of magic are frowned upon by the Witch Council.
Lunar Eclipses weaken water magic but strengthen air magic.
Solar Eclipses will weaken fire magic, but strengthen water magic.
When the Earth is closest to the sun, fire and earth magic are at their most potent.
Rare Comets & Meteor showers will also strengthen Earth and Fire magic.
Seasons:
Spring - Water and Earth magic are very strong during this season. They are strongest during the spring equinox, which is the first day of spring. This is a time of healing. It is also a time to celebrate love and fertility.
Summer - Fire and Wind are strongest during this season. They are strongest during the summer solstice, or the first day of summer. This is a time for relaxation and meditation.
Autumn - Earth and Wind are strongest during this season. They are strongest during the Autumnal Equinox, the first day of fall. This is a time to celebrate new life, remembrance, team work. This is more importantly a time of gratitude. The harvest happens during this season, hence the gratitude.

This is a time of mourning and sorrow, but it is also a time of great beauty and rest. This is an important season to witchcraft due to the symbolism of death and the creation of new life.
